CNARCT - Convert an Angle in Degrees to an Hour Angle

Description: Converts degrees to hours using \(15^\circ\) per hour of time.

Inputs:

ArcThe arc angle in degrees and minutes to convert

Outputs:

TimeThe hour angle corresponding to the arc angle

Sample execution:

Arc?  17,57.8

Time: 1h 11m 51s
